Responsible for operating the Artois Comm. waste-to-energy plant in Labeuvrière – a Béthune-Bruay inter-council partnership facility – VEOLIA has invested €9M to upgrade equipment and purchase a new turbine generator unit. The aim of the investment is to enable this community facility to achieve a waste-to-energy conversion rate of 60%, which is the high standard of energy efficiency specified in the environmental regulations.
The Labeuvrière waste-to-energy plant is a Béthune-Bruay inter-council partnership facility that harnesses the energy produced by burning waste using thermal/electric cogeneration. As a result of the new equipment coming into operation at the end of 2015, the site will provide the manufacturer CRODA with 40,000 MWh/year of steam and will produce up to 19,000 MWh/year of electricity, which will be resold to ErDF. It is equivalent to the electricity needed to supply more than 3,000 households for a year.

Context
Objectives
- To produce renewable energy by maximizing the use of energy created when waste is burned
- To guarantee the supply of thermal energy to the manufacturer CRODA
- To optimize the cost of community waste treatment by generating an income from reselling energy and incurring a lower rate of TGAP tax (general tax on polluting activities)
APPROACH
- A technical upgrade to stabilise the waste combustion process and regulate the production of steam from the boiler
- Implementation of a new energy production tool
- Creation of new premises
- Installation of the new turbine generator unit
- Installation of new standardised energy counters for improved monitoring of internal consumption in view of achieving ISO 50001 certification
- Renewal of ISO 14001 certification
CONTRIBUTION TO COMPANY PERFORMANCE
- A reduced rate of TGAP tax (general tax on polluting activities)
- €4/tonne for waste treated in 2015 at a waste-to-energy plant with ISO 14001 certification and a high standard of energy efficiency, versus €8 for a plant with ISO 14001 certification only and €32 for a landfill solution at an ISO 14001 storage facility.
Benefits
- Renewable energy production to benefit the local area
- Local industrial activities are sustainable thanks to the energy supply costing less than fossil energy solutions, and local jobs are safeguarded
- Workforce
- 1900 salariés (2014)
- Turnover
- 362,5 M€
- Country
- France
